The County & Department

Tillamook County Parks annual operating budget is $6.4 million. With a full time staff of 9, plus seasonal staff and a robust volunteer Park Host program, the Parks Department operates six county campgrounds and parks with over 600 campsites from Rockaway Beach to Pacific City, along with a system of 21 boat launches and 10 day-use areas throughout Tillamook County. Tillamook County Parks campgrounds offer diverse camping experiences from primitive camping to full hook-up RV sites that allow users to experience Tillamook County's spectacular beaches and magnificent old-growth forests. The boat launches and day use areas welcome users of all experience levels to enjoy the great outdoors and wild places of Tillamook County.

Examples of Essential Duties

 

Key Responsibilities Include:

  • Develop and implement strategic plans for parks, trails, and recreational facilities.
  • Plan, develop, implement, and evaluate programs and services for land acquisition, development, and maintenance of County’s Park system.
  • Oversee Park maintenance, capital improvement projects, and facility operations.
  • Formulate, review, and revise goals/objectives.
  • Prioritize short-term and long-term projects to achieve departmental objectives.
  • Build and maintain partnerships with community organizations, agencies, and stakeholders.
  • Ensure effective resource allocation, budget management, grant administration, and financial sustainability.
  • Drive the planning and execution of programs, events, and activities that promote community engagement.
  • Lead and mentor parks staff, park hosts, and volunteers in accordance with Tillamook County’s policies and values.
  • Provide information and recommendations to the Board of Commissioners on technical issues, time estimates, personnel, budget, equipment, and supplies.

 

Typical Qualifications

 

Qualifications:

Bachelor's degree in Parks and Recreation Management, Public Administration, or a related field and a minimum of 5 years of experience in parks and recreation management, including leadership roles or equivalent combination of education and experience.

Exceptional leadership and communication skills.

Proficiency in budget management, strategic planning, and team development.

Demonstrated ability to work collaboratively with diverse stakeholders and organizations.

At time of appointment, must possess a valid Oregon driver's license, or be able to attain one within 6 months of hire, and maintain an acceptable driving record.

 

Supplemental Information

 

Compensation and Benefits:

Salary: Annual salary range is $82,824 -$104,856. The final compensation depends upon qualifications. This position is non-represented Exempt Management.

Retirement: The county contributes 7% of employee’s salary to the County Retirement plan (non PERS). The employe may contribute up to 10% to the County Retirement plan.

Deferred Compensation and Flexible Spending Accounts: The county offers three voluntary deferred compensation programs. A voluntary flexible spending account program is available for un-reimbursed medical expenses, dependent care expenses, as well as health care premiums.

Insurance: The county provides life insurance, accidental death and disability, and long-term disability as well as offers comprehensive health plan with a $500 per person deductible and $2,500 out of pocket maximum. The county covers 90% of the insurance premium for employees and their dependents.

HRA/VEBA: The HRA VEBA plan is a health reimbursement arrangement (HRA). The county makes a monthly $115 tax-free contributions to HRA/VEBA on your behalf. The funds are held in a non-profit, tax-exempt voluntary employees' beneficiary association (VEBA) trust authorized under Internal Revenue Code (IRC) - 501(c)(9).

Leave: Vacation accrual is based upon years of service. Sick leave accrues at the rate of 96 hours per year. There are twelve paid holidays and three floating holidays annually.
