POSITION TITLE: Human Resources Specialist

REPORTS TO: Chief Education Officer

Central Jersey College Prep Charter School (CJCP) is a tuition-free, public charter school located in Somerset and New Brunswick, New Jersey. Serving grades Kindergarten through 12th, CJCP has a diverse student population from urban and suburban neighborhoods. CJCP first opened in 2006 with 77 students, now serving over 1,400 students with about 250 faculty and staff. CJCP is a recipient of many awards and designations such as 2016 Blue Ribbon Award, NJDOE Top-Performing Tier-I Status, US News Best High Schools, and College Board Female Diversity Awards. CJCP has produced a 100% graduation rate and a 100% acceptance rate into four-year colleges and universities since 2011.

The mission of CJCP is to provide academic and social challenges and opportunities for students to attain the skills necessary for success in post-secondary education. CJCP serves its mission by offering rigorous educational programs with an emphasis on college preparation, college and career counseling, and extracurricular enrichment activities.

JOB SUMMARY:

Join our dedicated team at Central Jersey College Prep Charter School, where we strive to create a supportive and efficient work environment for our staff and faculty. We are seeking a skilled and detail-oriented Human Resources Specialist to support the HR functions within our central office. This role is crucial in assisting with the administration and coordination of HR activities for both classified and certificated staff.

Under the general direction of the Chief Education Officer and Business Administrator, the Human Resources Specialist will assist in planning, organizing, and implementing a comprehensive human resources program. This includes recruitment, selection, classification, wage and salary administration, and employee relations.

QUALIFICATIONS:

  • Education: A Bachelor’s degree in Human Resources, Business Administration, or a related field is required. A Master’s degree and/or SHRM Cert. is preferred.
  • Experience: A minimum of 2 years of related experience and/or training in HR functions, preferably within a school district setting.
  • Knowledge of:
  • Principles and practices of public personnel administration, including recruitment, examination, classification, and wage and salary administration.
  • Relevant laws and regulations, including the New Jersey Education Code.
  • Effective counseling techniques and human relations.
  • Operations of school district educational and administrative functions.
  • Federal, state, and local statutes and Education Code provisions impacting employer/employee relations.
  • Contract law, risk management principles, and organizational psychology.

Skills:

  • Advanced communication and technology skills.
  • Ability to handle sensitive information with confidentiality and professionalism.
  • Other Requirements: Required criminal background check and proof of U.S. citizenship or legal alien status.

ESSENTIAL FUNCTIONS

  • Recruitment Functions:
  • Facilitate recruitment activities, including developing job postings, advertising, and utilizing social media platforms.
  • Develop and implement talent recruitment initiatives and attend recruitment fairs.
  • Establish relationships with higher education institutions to attract potential teacher candidates.
  • Conduct the onboarding process for new staff, including conducting contract meetings.
  • Administer employee background and fingerprint processes to ensure compliance with state regulations.
  • Communicate staffing appointments and conditions of service to the school’s Payroll and Benefits Specialist.
  • Human Resource Functions:
  • Coordinate the administration of HR policies and programs, such as orientation, contracts, and compensation schedules, ensuring conformity to district policies and relevant laws.
  • Support personnel actions including assignment, transfer, reassignment, promotion, demotion, and dismissal.
  • Maintain and monitor position control to ensure full-time equivalency (FTE) allocations are within district budget limits.
  • Provide assistance with employee issues, legal matters, conflict resolution, suspension, and termination.
  • Investigate grievances and complaints, and administer processes to reach resolutions for a healthy work environment.
  • Maintain district-wide staffing profiles and record-keeping for performance evaluations.
  • Prepare the employee handbook and various written materials to document activities and communicate HR topics.
  • Compliance Functions:
  • Administer procedures and policies for classified and certificated personnel programs in compliance with federal and state laws, including the New Jersey Education Code, and local Board Policy.
  • Interpret district policies, practices, and procedures to staff and applicants.
  • Serve as a resource for information on Education Code and legal regulations related to personnel practices.
  • Collaborate with the Legal Advisor on matters requiring legal interpretation.
  • Conduct analyses and prepare district and state reports, seeking Board approval when necessary.
  • Other Functions:
  • Assist with the development of annual HR budgets.
  • Support the Chief Education Officer in attending board meetings and preparing reports.
  • Perform any other functions as designated by the Chief Education Officer.

TERM OF EMPLOYMENT: 12-month, full time position

 

SALARY & BENEFITS:The salary for this position is competitive and depends on education and prior experience. In addition, CJCP offers a competitive benefits package including medical and dental coverage, as well as retirement benefits.

Job Type: Full-time

Pay: $80,000.00 - $90,000.00 per year
