General Summary
Under direction of the Director, the assistant director is to conduct investigations for complaints and allegations. Develop critical documents such as letters of administrative leave, disciplinary actions, memorandums of understandings, grievance responses.

 
Essential Duties and Responsibilities

1. Conduct investigations. Such as complaints, allegations, etc. and arrive at a recommendation to be reviewed.
2. Develop critical documents such as letters of administrative leave, disciplinary actions, memorandums of understandings, grievance responses.
3. Advises supervisors on matters involving discipline, job performance and employee assignments.
4. Conduct dispute/conflict resolution measures among staff.
5. Reviews classified hiring packets and candidate background results.
6. Manages sexual misconduct requests.
7. Civil rights responsibilities, Affirmative Action plan, etc.
8. Oversees new employee orientation (NEO) and may provide training on all topics for classified staff.
9. Assists the Director in identifying and addressing training and development needs for classified staff. This includes partnering, at times, with the Director in developing and delivering courses through the Classified Professional Development program.
10. Point of contact for and manages district-wide annual staff training through Safe Schools.
11. Assists the Director in the design, selection and implementation of new programs, process and policies.
12. Assists Director in administrating all human resources policies and activities for classified staff
13. Manages recruitment efforts for classified staff.
14. Queries employee databases and develops data analysis for special projects. Generates, manages and completes special projects as assigned.
15. May be asked to participate on various committees, i.e. conference committee, and diversity partnership.
16. May co-chair benefits committee.
17. Handles confidential matters in an ethical manner.
18. Represents the Human Resources Department and the District, as needed, on committees, at conferences and professional meetings.
19. Performs related duties consistent with the scope and intent of the position.


REPORTING RELATIONSHIPS
This position reports to the Director for Human Resources.


MENTAL DEMANDS
Experiences frequent interruptions; required to meet inflexible deadlines; requires concentration and attention to detail; may occasionally deal with distraught or difficult individuals.

MINIMUM QUALIFICATIONS

Education and Experience
Bachelor’s degree in personnel, human resources, business administration, public administration or comparable degree from an accredited four-year college or university preferred. HELP credentials preferred. Five years increasing responsible experience in a human resources department. Five years supervision experience preferred.

Such alternative to the above qualifications that the Board may find appropriate and acceptable.

Required Knowledge, Skills, and Abilities
Knowledge of state and federal laws and guidelines, policies, related to Human Resource Management.
Experience in human relations; minimum of 5 years exempt-level HR experience required.
Ability to communicate effectively, work collaboratively and provide leadership in areas of human resources.
Must be able to direct other personnel, operate a computer, establish and maintain cooperative working relationships with district personnel while meeting scheduling deadlines and maintaining records.
Ability to listen and obtain clarification.
Requires the ability to record and deliver information, to explain, procedures, to follow oral and written instructions.
Ability to read, analyze, and interpret a variety of correspondence, reports, forms, and government regulations.
Ability to prepare correspondence, reports, forms, evaluations, and policies; and to respond to common inquires or complaints using prescribed formats.
Ability to effectively communicate to a variety of audiences, including employees, students, parents, community members, Governing Board and the general public.

Desired Qualifications
Broad knowledge in multiple areas of human resources management and excellent interpersonal, organizational, problem solving, analytical and verbal and written communication skills is preferred. Experience in academic environment strongly preferred. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Minimum Qualifications:
Experience in human relations; managing and leading others through effective communication. Utilizing interpersonal skills to work effectively with internal and external teams and stakeholders. Proficiency in Microsoft Word, Excel, Outlook, and the internet.

Licenses/Special Requirements
Requires fingerprinting and background check to determine that there have been no convictions involving physical molestation, abuse, injury or neglect of a minor.

UNIT AFFILIATION
This is a non-union, Manager Level 1, exempt position.
