TITLE: Director of Human Resources

DEPARTMENT: Human Resources

REPORTS TO: Vice President Finance and Administration/CFO

CLASSIFICATION: Staff-12 months

EFFECTIVE DATE: TBD

STANDARD WORK HOURS: 37.5 hours per week

EMPLOYMENT STATUS: Full-Time

EMPLOYMENT CLASSIFICATION: Exempt

 


JOB SUMMARY:

Uses experiences and available resources to develop, execute and lead human resources strategies, programs, services and solutions for managing University efforts to recruit faculty and staff; train and develop and retain faculty and staff, establish and administer compensation policies, establish and administer performance evaluation system, recommend and administer benefits and maintain good employee relations, Partners with leadership team to lead human resource strategic initiatives, employment solutions and services. Advises and counsels University leadership on all human resource-related issues by building effective leadership strategies and policy implementation. Directs, supervises and manages daily human resource functions including staffing, recruiting, legal compliance, training, compensation and benefits and payroll administration. Ensures University’s compliance with all employment laws and guidelines. Aligns human resources with the University’s mission and vision by identifying and achieving goals that are consistent with business objectives,

 


ESSENTIAL JOB FUNCTIONS:

  • Plans, develops benchmarks, implements and evaluates the University’s human resource functions and performance.
  • Plans, develops, benchmarks, implements and evaluates the University’s development of plans and programs.
  • Ensures equitable and marketable compensation among employees recommends solutions to maintain competitive compensation,
  • Recommends and participates in developing strategic plans and programs for maintaining positive employment practices that attract, motivate, develop and retain human capital.
  • Plans, develops, benchmarks, implements and evaluates compensation and benefits programs that ensure employee satisfaction arid productivity gains.
  • Develop programs to allow the University to maintain diversity goals.
  • Develops and recommends knowledge base of specific programs, models and activities for succession planning for key positions.
  • Develops, recommends and manages employee training resources to improve job skills and ensure consistency with position requirements.
  • Develops and recommends programs and activities to build and ensure the existence of positive environmental cultural relationships
  • Develops policies and programs for effective management of human capital and University compliance with employment law, including, but not limited to, affirmative action, sexual harassment, employee complaints and career development.
  • Enhances and develops human resources policies and procedures for operational effectiveness,
  • Manages and ensures accuracy of human resource information systems.
  • Manages and ensures accuracy of payroll processes.
  • Provides advice to and coaches managers on administering personnel policies.
  • Advises managers on all employment policies, employment practices and employee relations issues.
  • Manages department budget and other financial measures of human resource services.
  • Maximizes efficiency aid effectiveness within the department.
  • Delivers customer services pertaining to employee information, payroll and compensation.
  • Performs other duties as assigned

 


KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Knowledge of federal and state employment laws and regulations, and public sector employment policies and procedures.
  • Knowledge of organizational development theory and practices.
  • Ability to interpret and advise on the application of EEO laws and regulations to public sector faculty/staff hiring processes.
  • Ability to foster a cooperative work environment.
  • Knowledge of faculty and/or staff hiring procedures.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Knowledge of computerized information systems used in human resources applications.
  • Ability to negotiate and manage collective bargaining agreements,
  • Skill in budget preparation and fiscal management.
  • Ability to analyze problems and develop creative solutions to complex human resource issues.
  • Employee development and performance management skills.
  • Skill in developing and implementing salary administration plans and programs.
  • Ability to analyze and assess training and development needs.
  • Skill in design, implementation and evaluation of employer-sponsored benefit programs.
  • Skill developing performance management systems.
  • Knowledge of alternative dispute resolution processes.
  • Skill in developing and conducting employee information/orientation sessions.
  • Knowledge of contemporary principles of human resource management and public personnel practices.
  • Knowledge of financial/business analysis techniques.
  • Knowledge of Federal and state wage and salary laws and regulations.

 


SUPERVISORY RESPONSIBILITY

  • This position does have supervisory responsibility.

 


OTHER DUTIES:

  • Perform other related duties as required

 


QUALIFICATIONS:

  • Education: Bachelor’s degree in Human Resource Management, Business Administration or a related field. Master’s degree is preferred.

 


  • Experience: Eight years’ experience in personnel management is required, including the areas of employee relations, compensation, job analysis, recruitment and placement, affirmative action, benefits administration, training and staff development, policies and procedures development and administration, organized systems and records, employee communications, and employee relations. Experience preferred in higher education environment

 


Licensing and Certifications:

  • SHRM or HRCI Certification preferred

 


WORKING CONDITIONS AND PHYSICAL EFFORT:

  • Work is normally performed in a typical interior/office work environment.
  • No or very limited physical effort required
  • No or very limited exposure to physical risk.
