Job Description

The California Department of Public Health (CDPH) is currently hiring for a Research Scientist III (Epidemiology/Biostatistics) within our Center for Infectious Diseases. In this role, you will serve as a Lead Data Systems Scientist and function as a proxy product owner of the CalCONNECT platform, which is used for case investigation and contact tracing in California.

Please note, incumbents in one of these classifications, where a master’s degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a doctoral degree is a required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a master’s and doctoral degree will be given the best benefit in relation to salary shall only be eligible for only one amount.

We are looking for someone that has a background in epidemiology and biostatistics, including current scientific research literature and trends, principles and procedures of scientific research and statistical methods, and data processing techniques. Your expertise will contribute to the high visibility CalCONNECT data system.

Responsibilities:

  • Independently collaborate with platform developers and draft specifications for enhancements to the CalCONNECT system to meet local and state needs, and to interface with existing systems, as needed
  • Participate in agency-wide implementations of interoperable information systems in support of public health activities
  • Monitor and evaluate CalCONNECT processes and functions for quality and effectiveness and make recommendations for improvement and implement those recommendations
  • Anticipate the impact that new or modified software will have on existing standards and systems, workforce, and public health programs, and make recommendations for solutions
  • Test information system usability and evaluate usage, identify barriers, and propose solutions
  • Oversee CalCONNECT platform activities, including development of use cases, business cases, and workflow analysis, and implement and revise protocols as needed to ensure accurate CalCONNECT system and data management processes
  • Function as a resource to provide information or determine the most effective way of meeting the case investigation, contact tracing, and public health informatics needs of management, staff, clients, or customers

Desirable Qualifications:

  • Background in epidemiology and biostatistics including, but not limited to, current scientific research literature and trends, principles and procedures of scientific research and statistical methods, and data processing techniques
  • Knowledge of, and experience with, designing, conducting, analyzing, and drawing conclusions from epidemiologic and/or biostatistical investigations, including statistical and survey techniques and biologic theory for the purpose of describing and understanding the distribution and determinants of disease, health, and genetic conditions in the population and the response of the health care system
  • Ability to evaluate the adequacy of proposed scientific research designs and techniques; prepare scientific articles for publication; prepare scientific reports; provide persuasive and skilled leadership to other staff in scientific research, principles, and methods; and apply professional scientific knowledge and administrative ability to resolve a variety of situations
  • Ability to think independently and creatively; establish and maintain cooperative relations with professional staff and with officials of Federal, State, local, university and private research organizations; communicate effectively; and analyze situations accurately and take effective action
