The Dean is responsible for directly managing division operations, including personnel, budgetary, and curricular functions. Manages appropriate functions to ensure the educational needs of students and the community are met. Working collaboratively with division personnel, set goals, direction, and vision for the division. Act as the senior educational administrator for assigned curriculum. Provide leadership and participate in institutional planning and management of the college. Serve on appropriate college, community, and statewide councils, committees, and task forces.
Required Qualifications:
Education and Training: Requires a master’s degree in a related field such as healthcare, education, business management, human resources or leadership. Also requires a credential/licensure or Bachelor’s Degree in a healthcare field.
 

Experience: Requires three (3) years teaching or related instructional experience at the college level, preferably at a community college; minimum of two (2) years supervisory, department chair, or equivalent management experience; or an equivalent combination of education, training, and experience necessary to perform the essential functions of the job successfully.
 

Knowledge, Skills and Abilities: Position requires a broad understanding of community college management and administration, ranging from academic to financial affairs. Works collaboratively and cultivates relationships with various stakeholders, including students, faculty, staff, and external partners. Demonstrates experience, cultural competencies, and a commitment to equity, diversity, and inclusion. Exhibits multicultural competence and advocates for an inclusive classroom and clinical environment. Must be able to positively interact with a diverse student population, faculty, staff, and community. Highly developed written and oral communication skills are essential; must be a good listener. Must have public speaking skills. Requires strong planning, organization, and leadership skills. Creativity, innovation, and flexibility are vital in working with diverse and complex job components. Operates effectively under pressure, accurately analyzing situations, developing effective courses of action, and organizing and prioritizing duties to meet required schedules and timelines.
 

Maintains a strong understanding of and commitment to staying updated on pedagogical practices. Must have a thorough understanding of division/program curriculum and college requirements for completion of degrees and certificates. Must be familiar with the preparation of course outlines and course/program approval process. Knowledge of accreditation standards, regulating and credentialing bodies from various healthcare programs. Awareness of statewide educational reforms and changing skill requirements within the healthcare community. Understanding of the external pressures and trends in community college education and healthcare settings. Knowledge of regulation and credentialing bodies.
 

Must understand personnel practices. Must set clear expectations for employees and handle conflicts with empathy and diplomacy. Must be able to interpret, explain, and apply college policies and procedures related to assigned personnel work. Must have ability to supervise others and to monitor and evaluate the work of a complex organizational entity. Requires infusing a high level of confidentiality, discretion, and professional decorum Excellent budget management skills are necessary. Understanding of the legal requirements of public budget process. Must be able to work comfortably with financial data and have well developed computational skills. Must have knowledge of established business office procedures. The ability to anticipate future needs and goals and to comfortably make decisions that can have substantial impact on students, the financial well-being and the image of the college is required. Grant and contract negotiation, preparation, and management skills are necessary.
 

Must understand purpose and operations of specialized equipment and safety requirements relevant to the division. Must be computer literate and possesses a willingness to learn new skills and technologies.
Preferred Qualifications:
  • Instructional design experience is desirable.
  • Prefer knowledge of institutional design and academic procedures, general college operations, and administration.
 
Physical Requirements and Working Conditions:
Work is generally performed in a normal office environment with minimal exposure to health or safety hazards. Extended work hours are occasionally required. May require recurring late/early and extended hours. Position has periodic pressure and stress for a variety of time constraints and various student and staff issues. During term breaks in the academic calendar and summer session, may assume the responsibilities of department chairs. Learned physical skill is required for using a computer. Must be able to effectively communicate in person, over the phone, and in front of groups. Occasional travel is required. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.
 
 
Essential Duties:
    • Perform a full range of supervisory responsibilities for division personnel. Manage the staffing process for the division in cooperation with the Human Resources Department, including recruitment, selection, and orientation of full and part-time faculty and staff. Ensure all division practices are in compliance with employee contracts, administrative rules, board policies, and state and federal statutes.
    • Make personnel recommendations to the vice president concerning division employee hiring, termination, and other issues as appropriate. In collaboration with the Dean of Instruction, direct the completion of instructor approvals. Review and approve staff assignments and faculty work plans.
    • Administer the division performance appraisal process and assign faculty and staff workloads. Perform required employee appraisals for employees under direct supervision within institutional policies, procedures, and the agreed-upon timelines. Counsel and advise personnel on performance-related issues. Encourage appropriate professional development opportunities for all employees. Provide awareness of available activities and guidance to accessing available resources.
    • Participate in the college strategic and master planning process. Lead the division in institutional effectiveness processes, including the assessment of student and program outcomes. Collaborate with staff in and outside of the division to define and accomplish division and department goals and objectives to ensure linkage to collegewide success indicators and strategic plan. Provide leadership and evaluation in accomplishment of division goals. Provide continuous improvement monitoring.
    • Assure adequate and accurate information is provided at all levels. Ensure effective communication with other instructional and service areas. Represent the division on various college councils/committees and the college to community businesses, industries, professional organizations, schools, colleges/universities, and external agencies. Actively participate in statewide workforce development initiatives with other Oregon community colleges or state agencies. Support faculty in the development and effective use of advisory committees.
    • In collaboration with the department chairs and vice president, establish priorities for and direct the development of division budgets. Provide leadership and participate in the college annual budget building process. Provide advice and leadership in the identification and cultivation of external resources to benefit the college, the division, and individual programs. Participate in and encourage division involvement in grant acquisition and contracted education. Represent the department and encourage, promote and problem-solve on issues related to entrepreneurial development.
    • Administer all aspects of the division budget. Monitor and control the division budget in accordance with college, state, and federal guidelines. Approve expenditures within guidelines and conduct purchases in accordance with established business office procedures. Administer awarded grants and monitor grant budgets. Manage numerous sources of revenue, including general fund budgets, contracted training accounts, grants, auxiliary accounts, conference funds, and other major contract accounts. Assure grants and contracts follow college policy for approval. Assure funds generated are spent in accordance within established college policy. Evaluate the delivery of all programs and contracts.
    • Provide leadership and administer all aspects of the division’s curricular offerings. Coordinate with the Academic Affairs office to ensure compliance with state and institution guidelines. Encourage and participate in the development of new programs, course offerings, and innovative instructional approaches. Maintain currency in research, theory, and best practices. Ensure preparation and timely review of appropriate course outlines; recommend additions to, deletions from, and changes in division curricula; approve graduation checklists.
    • Oversee the division role in the development of the schedule of classes, college catalog, college and program publications, and other efforts to inform the public about the college. Facilitate leadership team meetings to determine mission, goals, and action plans. In collaboration with other instructional managers and faculty, and in alignment with LBCC academic policies and practices, plan, develop, and deliver appropriate instructional programs through distance education and at all LBCC sites.
    • Ensure high standards are maintained and appropriate accreditation processes are in place and functioning. Monitor and maintain program compliance to meet accreditation requirements.
    • Take a lead role in program review for all academic areas at the college.
    • Process student complaints and follow student rights and responsibility guidelines, federal regulations, and accreditation requirements to ensure equitable experience for all students.
    • Oversee the use and operation of facilities and equipment and make sure all safety issues are in compliance. Make recommendations to vice president about facility and equipment usage, needs, and safety. Work with industry to obtain equipment and resources, as appropriate. Maintain a liaison with community business and industry leaders, as appropriate. Follow Foundation and college procedures for accepting equipment donations.
    • Facilitate communication between centers and division departments to provide for alignment of processes, procedures and decision making. Work closely with center directors to understand center needs, set goals for course offerings, and problem-solve issues.
    • Responsible for ensuring compliance with safety regulations, employee safety training, OSHA compliance, and emergency planning related to area of control.
    • Perform other related duties as assigned.

 


Nature and Scope of Position:
This position independently manages work with a diverse set of division offerings and complex job components. Formal policy and procedure are limited in some areas, as is precedent. Problem-solving challenges require a high degree of creativity and innovation. Decisions can have substantial impact on students and the financial well-being and the image of the college. Position is directly responsible for annual division budget and has revenue-generating responsibilities obtained through contract training, grants, and student and customer revenue. Must satisfy community employers and accrediting agencies by providing competent, work-ready programs and graduates. Due to dependence on a high level of external funding and cost-recovery, decisions can have substantial impact on the financial well-being and image of the college. Manages a wide array of funding sources, including federal, state, and private grants and contracts involving many different spending and reporting requirements. Has responsibility for major equipment systems, facilities, and properties of the college.
