The Extension Outreach Specialist/Assistant is a dynamic and multifaceted role designed to support and enhance the effectiveness of NC Cooperative Extension programs within Dare County. Under the direction of the County Extension Director, this position will assist with facilitating and promoting extension outreach activities related to 4-H, Horticulture, Family Consumer Sciences, and overall Dare County Extension efforts. The Specialist will work collaboratively with extension agents and various stakeholders to deliver resources, and support services that address community needs and foster personal and professional development.


NCSU Cooperative Extension program descriptions:

4-H is America’s largest youth development organization empowering nearly six million young people with the skills to lead for a lifetime. Dare County 4-H works with schools, clubs, and youth organizations in the county to build leadership skills, create STEM education opportunities, and participate in county, state, and national 4-H events.

The Extension Horticulture program in Dare County provides information and resources to the community related to consumer and commercial horticulture. This includes pesticide education, Extension Master Gardener volunteers, therapeutic horticulture, the Outer Banks Arboretum and Teaching Garden, and community and youth gardening.

Family & Consumer Sciences is a community-based educational program that strengthens and transforms families by providing education on the most important issues that affect them. Education and resources include foods, nutrition & safety, local foods, food preservation, and community.


Primary Function of Organizational Unit
North Carolina Cooperative Extension gives our residents easy access to the resources and expertise NC State University and NC A&T State University. Through educational programs, publications, and educational events, Cooperative Extension agents deliver unbiased, research-based information to North Carolina citizens.

Dare County is located in northeastern North Carolina along the Atlantic seaboard. Dare County stretches along almost 110 miles of shoreline known as the Outer Banks. The County seat at Manteo is approximately 200 miles east of Raleigh, the State capital, and 90 miles south of Virginia Beach-Norfolk, Virginia, metropolitan area. The County contains much of what is known as North Carolina’s “Outer Banks” resort and vacation areas and contains approximately two-thirds of the North Carolina coastline. Six municipalities are located within the county: Duck, Kill Devil Hills, Kitty Hawk, Manteo, Nags Head and Southern Shores. Dare County has a permanent population of approximately 37,000 residents.

Other Work/Responsibilities


Key Responsibilities:

Program Coordination and Support:
○ Assist in the planning, implementing, and evaluating extension programs, specifically 4-H, Family Consumer Sciences, and Horticulture.
○ Assist with coordinating and managing events, workshops, and training sessions to ensure they meet program objectives and community needs.
○ Develop and distribute promotional materials to increase program awareness and participation.

Educational Outreach:
○ Create and maintain educational resources, including handouts, guides, and online content to support programs and workshops.

Community Engagement:
○ Foster relationships with local organizations, schools, and community groups to promote extension programs and build partnerships.
○ Represent the NCSU Extension Dare County program at community events, meetings, and other public engagements.

Administrative Support:
○ Maintain accurate records of program activities, participant engagement, and outcomes.
○ Support grant writing and fundraising efforts as needed to secure additional resources for program enhancement.
○ Share duties and responsibilities of office
○ Management may assign additional functions related to the type of work of the position as necessary

Collaboration and Teamwork:
○ Work closely with extension staff, volunteers, and community leaders to ensure cohesive program delivery and support.
○ Participate in team meetings, training sessions, and professional development opportunities to stay current with industry trends and best practices.

Marketing:
○ Collaborate with Extension staff to assist with and support the marketing of NCSU Cooperative Extension programs through social media, website, news media, and outreach events.

Minimum Experience/Education

Graduation from high school and two years office assistance and secretarial experience; or equivalent combination of training and experience.

○ Familiarity with social media platforms for promotional purposes.
○ Ability to plan and organize events, meetings, and workshops

○ Experience with Microsoft Suite, the Google platform, and Canva preferred
○ Proficient in online meeting platforms: Zoom, Google Meet or equivalent
○ Effective and timely communication skills, ability to utilize a variety of communication styles and modalities (phone, email, social media)
○ Implements professionalism in client and volunteer confidentiality

Working Conditions:
○ Regular office hours with occasional evenings and weekends required for events and outreach activities. This position is not remote.
○ Travel within the local community and surrounding areas may be required. Travel will be reimbursed following state guidelines. 
○ Physical demands include the ability to lift and carry materials for events and programs.
○ This position is in person in the Manteo Extension office Monday through Friday 8:30 AM to 5:00 PM



Preferred Years Experience, Skills, Training, Education

 Minimum of 2 years of experience in program coordination, community outreach, or a related field. Experience with 4-H, Family Consumer Sciences, or Horticulture programs is highly desirable. Experience working with volunteers and event management.

Required License or Certification

Valid Driver’s License and reliable, personal transportation required. Valid North Carolina driver’s license is required within 60 days of hire and must be maintained.
