Primary Purpose:

Supervise and direct the performance, workload and development of Company subject matter experts (SMEs) in the Natural Resource environmental discipline. Assures compliance with laws and regulations governing natural resources for SDG&E O&M and capital plan projects to meet operational objectives. Oversees implementation and compliance with programmatic natural resource permits.

Duties and Responsibilities:

  • Supervise and direct the performance, workload and development of Company subject matter experts (SMEs) in the Natural Resource environmental discipline to meet Company compliance and operational objectives. Ensure completion of mandatory training and compliance with corporate Human Resources goals and policies. Manage assigned budget, provide financial accountability for the team and prepare departmental reports and presentations as needed. Ensure that Natural Resource SMEs manage the implementation of project requirements, permit conditions and mitigation activities.
  • Provide a high level of technical expertise on Natural Resource management compliance requirements to support direct reports, peers, internal business partners and all levels of executive management involved in company projects. Develop strategies (i.e. scope of work and manage consultants) to minimize impacts to SDG&E's project work schedule and financial goals.
  • Review, conduct research, interpret, monitor and prepare an analysis of existing and/or proposed federal, state and local regulations and pending legislation in collaboration with the law department when necessary on issues related to natural resource compliance to prevent lost revenues, unfavorable regulatory decisions or operational delays. Identify, provide justification for and implement short and long term strategic solutions for existing processes. Develop new processes as needed.
  • Communicate, negotiate and collaborate directly with regulatory agencies (i.e. U.S. Fish & Wildlife Service (USFWS), National Marine Fisheries Service, California Department of Fish & Wildlife (CDFW), California Coastal Commission (CCC), U.S. Forest Service (USFS), Department of State Parks (DSP), County and City Municipal agencies, etc.) on projects, permits and various types of plans, reports, agency inspections and other compliance issues as needed.
  • Perform other duties as assigned (no more than 5% of duties)

Hybrid Schedule:

  • Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
  • Must reside in Southern California or be willing to relocate upon hire.

Required Qualifications:

  • Bachelor's Degree in biology, Environmental Science Engineering or related field, or equivalent training and experience.
  • 8 years of related experience and a demonstrated history of increasingly challenging work in Natural Resource management.
  • California Driver's License.
  • Must have extensive knowledge of local, state and federal Natural Resource management laws and regulations.
  • Strategic thinking, negotiation skills, tact and diplomacy are required to collaborate and negotiate effectively for favorable decisions from regulatory agencies and satisfying multiple company business partners with conflicting needs.
  • Must be detail-oriented and have exceptional written and oral communication skills.
  • Must have demonstrated strong organization and time management skills, and able to work with minimal supervision.
  • Must be proficient with computer technology related to the position, including but not limited to Microsoft Word, Outlook, Excel and Access.

Preferred Qualifications:

  • Master's Degree or Ph.D. degree in Biology, Environmental Science Engineering or related field.
  • Experience in supervising a team of direct reports.
  • Experience in and familiarity with utility operations is a plus.
  • Advanced knowledge of GIS desirable.
