Job Description

JOB SUMMARY
The Director of District Building Operations and System Auxiliary Facility Services provides oversight of the overall departmental executive management for District Building Operations and Auxiliary Services, as well as the management of certain contracted services throughout the system.

Oversees and keeps current listings of the system real estate portfolio encompassing over $1B in value and exceeding 3.

7M square feet.

Develops and ensures quality and accuracy with excellent customer service for food services, vending machine operations, Barnes & Noble Bookstore operations and parking management.

Routinely interfaces with Executive Management Team of the College, faculty, staff, tenants, business executives, students and the general public.

Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effectives and efficient, assets are safeguarded, financial information is reliable and compliant with applicable law, regulation, policies and procedures.

Manages Talent Engagement activities for direct reports in regards to: recruiting and selection; hiring and termination, training, development, mentoring, counseling, and performance evaluations.

ESSENTIAL FUNCTIONS
Direct and coordinate the daily operation, processes and management of the District (3100 Main) complex and other leased sites, including building operations, tenant property management, lease negotiations, tenant construction project planning and management, and the System-wide parking program.

Oversee the management of monthly rental fees, lease payments, deposits, taxes, and incurred operating expenses for third-party commercial tenants, rental facilities and parking program at all HCC locations through cooperative efforts with departmental staff in business affairs and financial control.

Document the total annual expected lease revenue and the expenses.

Coordinate with other HCC entities such as: police, security, janitorial and maintenance regarding the required services in order to yield an excellent level of service and safety.

Oversee the planning of space utilization and layout, and coordinate the repair, construction, relocation and remodeling of office space to meet the needs of the District building, and build a database of all property records to encompass, surveys, drawings, property records and construction files for online access.

Collaborate with internal project partners and external vendors to complete work in a timely manner within budget.

Implement and monitor ongoing life safety training for District building staff and tenants through the fire warden program and bi-annual fire drill training as required by City Fire Department.

Collaborate with real estate brokers to determine the scope of the marketing efforts of vacant facility space to prospective tenants through advertising, and other methods to achieve occupancy and revenue goals.

Ensure the property management database is accurate and current for all leases where HCC is the Lessee or Lessor and inclusive of all real estate asset records.

Analyze and present potential property acquisitions through collaborative efforts with real estate brokers to ensure operational and expansion needs are executed for continued growth & development of the institution.

Facilitate partnerships with City of Houston and Harris County Appraisal District to ensure that property records accurately reflect ownership according to location governmental or state tax authorities.

Lead and manage the HCC system-wide asset management program to ensure accuracy and integrity.

Manage the physical relationship between HCC and Barnes & Noble Bookstores in partnership with Finance & Accounting.

Perform other duties, tasks and assignments as required.

QUALIFICATIONS
Education & Experience
  • Bachelor’s degree required
  • Master’s degree preferred
  • 6 years of experience in construction, building management/ operations required; including 3 years as a Senior Building Operations Manager
  • Auxiliary Facilities Services experience preferred
Licensing & Certification
  • Valid Texas Driver License
  • Institute of Real Estate Management (IREM), Certified Property Manager (CPM) or CPM designation preferred

Working Conditions
General Office.
