Contract Safety Program Manager - Construction (Hybrid Schedule)

Primary Purpose:


Manage safety resources for the Construction Contractor portfolio of assigned projects. The position is responsible to ensure proper safety oversight is implemented on all projects and that project personnel and contractors follow project specific safety rules, regulations, ordinances and applicable plans.

Duties and Responsibilities:

  • Manage employees to make observations and monitor contractor compliance with safety commitments and requirements on assigned projects. Evaluate safety observation oversight results to identify trends that represent "at risk" behaviors for potential leading indicators to a serious incident. Coordinate with contractors to correct deficiencies in plan implementation and management when out of compliance. Ensures compliance with all safety and environmental requirements and regulations related to electric and gas construction.
  • Manage the development of necessary departmental and or Contractor safety plans and ensure resources are allocated to provide oversight on the implementation and administration of each plan. Coordinate with Major Projects leadership and contractors on the implementation and oversight of applicable safety plans and compliance. Manage and support the development and implementation of project related Safe Worker and Environmental training programs as required on major projects.
  • Participate in internal incident investigations and implement and track corrective actions. Review processes and procedures, ensure alignment and share best practices. Coordinate, support and build interdepartmental partnerships in joint oversight of applicable projects. Track and publish relevant safety metrics and statistics.
  • Participates in pre-bid scoring with safety and environmental protocols, pre-construction site meetings involvement with safety topics. Participate in contractor and vendor qualification process and audits. Manage and coordinate safety participation in the Draft Environmental Impact Report (DEIR) review process on all assigned projects to assess the reasonableness and justified applicability of mitigation requirements. Draft responses and arguments in rebuttal to unreasonable and unjustified requirements, and support data requests responses as needed.
  • Performs other duties as assigned (no more than 5% of duties).

Hybrid Schedule:

  • Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
  • Must reside in Southern California or be willing to relocate upon hire.
  • This position requires availability to respond to emergency calls 24 hours a day, 7 days a week, including weekends and holidays, and may require extended work hours. May work outside of normal business hours as needed to support the Emergency Operations Center (EOC).
  • Travel is required within the service territory.

Required Qualifications:

  • H.S. Diploma/GED
  • 5+ years gas and/or electric construction experience and safety experience.
  • Safety experience with a broad understanding of OSHA, CAL OSHA, MSHA, EPA, and CPUC regulations.
  • Must have thorough knowledge of construction procedures, standards, material and equipment.
  • Must have good communication and interpersonal skills.
  • Must have proficiency in the use of the Microsoft Office suite of applications.
  • Requires strong analytical and administrative skills.

Preferred Qualifications:

  • Bachelor's Degree in relevant field.
  • Utility construction experience (i.e. Gas or Construction Supervisor, Lineman, or Line/Gas Foreman).
  • Requires OSHA 30 Hour training, CSP/CUSP Certificate or equivalent preferred.
  • Management and leadership skills strongly desirable. Supervisory experience highly desirable/preferable.
  • Working knowledge of computers required. Experience with DPSS, CPD, and SAP highly desirable.
