Basic Function

Under the direction of an administrator or manager, performs and coordinates a variety of complex, specialized, and financial record keeping, technical accounting work involved in financial record keeping; processes, analyzes, and reconciles financial documents and activities of various assigned District funds; generates and prepares standard financial reports for local, state, and federal agencies according to schedules and timelines.

Representative Duties

1. Performs a wide variety of diversified financial accounting and analysis. E

2. Assists with developing accounting procedures to assist with establishing computerized processing of accounting functions. E

3. Tracks and monitors special funds and accounts, as assigned; partners with District/college departments to coordinate reporting of fund activities to ensure accuracy of reporting. E

4. Monitors and controls expenditures of assigned accounts; pre-encumbers requisitions and assigns account codes; reviews and verifies travel authorizations and cash receipts to ensure proper recording and accounting for expenditures; ensures expenditures are charged to correct accounts and fund balances are adequate to cover approved requisitions and expenditures. E

5. Establishes, monitors, and maintains assigned accounts or categories; reviews, verifies, reconciles, and balances accounts and bank statements; records financial transactions, as necessary. E

6. Prepares and processes state and federal withholding tax deposits; enters data and posts related information from payroll recap generated and received from the Los Angeles County of Education (LACOE); prepares and processes W-2 forms. E

7. Prepares and processes a variety of internal and external reports including but not limited to unemployment insurance quarterly reports, sales tax quarterly reports, labor statistical reports, and year-end miscellaneous tax reports. E

8. Performs a variety of routine to complex, technical accounting support responsibilities, including but not limited to posting, balancing, adjusting, maintaining, and reconciling accounts and financial records according to established policies and procedures. E

9. Reviews, verifies, processes, posts, reports, and records a variety of financial transactions and documents, including but not limited to invoices, requisitions, purchase orders, warrants, expense reports, reimbursements, travel reimbursements, vouchers, and related paperwork; ensures accuracy and timely processing of payments, checks, data, forms, and reports; tracks payments via worksheets or computer databases and files. E

10. Prepares and audits payment packages; reviews a variety of expenditures; matches purchase orders, invoices, and receiving reports; verifies prices and mathematical accuracy of payments, applicable taxes, and account codes; ensures fund availability; reviews contracts and agreements to ensure terms are met; verifies management approvals, Board authorization, and liability insurance coverage(s). E

11. Assists in the preparation of the program, department, division, and/or campus-wide budget; prepares budget transfers and journal entry requests; assists with budget projections and responds to related inquiries; communicates with departments regarding budget transfers and balances. E

12. Monitors standing purchase orders; verifies invoice pricing and use of correct sales tax rates on invoices; reviews outstanding purchase orders at fiscal year-end to ensure accurate expenditure accruals and account balances; generates and prepares open encumbrance report for review and distribution. E

13. Maintains a wide variety of complex accounting and financial records, ledgers, statements, and reports; analyzes documents for payment; reviews and analyzes accounts for routine and unusual activity. E

14. Generates and assists in the preparation of monthly, quarterly, and year-end financial, summary, technical reports, and closing functions. E

15. Provides quality customer service when interacting with the public, contractors, vendors, students, administrators, managers, College staff, external organizations, and agencies. E

16. Supports and abides by federal, state, and local policies, rules and regulations as well as the District’s Board Policies and Administrative Procedures. E

17. Performs a variety of clerical and administrative responsibilities in support of the department’s day-to-day activities and/or operations utilizing a variety of communication modalities including but not limited to answers and responds to phone calls, emails, text messages, and chat platforms; opens, screens, and distributes mail and corres­pondence; photocopies documents and requests duplication services; ensures maintenance and repairs of assigned work areas, facilities, or equipment; enters various requests for services from IT, Facilities, and Maintenance; contacts vendors for equipment service, when needed; follows-up with vendors to ensure satisfactory completion of requests; may perform simple repairs or maintenance to standard office equipment. E

18. Performs related duties that support the overall objective of the position.

Education and Experience

  • Associate degree with coursework in accounting or related discipline; AND
  • Five (5) years of progressively responsible experience in accounting;
  • Or, any combination of education and experience which would provide the required qualifications for the position.

Foreign Degrees

Any degree from a country other than the United States, including Canada and Great Britain, must be evaluated by an Evaluation Service prior to the closing date. Certification must be attached with copies of transcripts.

License Certificates/Credentials

  • Possession of, or ability to obtain, a valid driver license.
  • May be required to travel for various off-site meetings, trainings, conferences, and or events in support of the overall objective of the position.

  • Bachelor’s degree in accounting, finance, or related discipline.

Distinguishable Characteristics

The Accounting Technician III is the senior or experienced level classification within the Accounting Technician series. The Accounting Technician III requires a thorough knowledge and understanding of financial record-keeping methods, policies and procedures. The incumbent reviews and analyzes complex financial information and data; performs a wide variety of diversified duties to determine appropriate courses of action within broad guidelines according to established policies and procedures related to the area of assignment. The Accounting Technician III works under limited supervision exercising initiative and independent judgement with minimal guidance or supervision in executing the essential responsibilities of the classification.
The Accounting Technician III is distinguished from the Accounting Technician II in that the latter is the journey level classification within the Accounting Technician series. The Accounting Technician II is required to semi-independently perform the more moderately complex, semi-skilled accounting work within this series. The incumbent demonstrates and applies a thorough knowledge and understanding of financial record keeping methods, procedures, and practices, as well as a general knowledge of governmental financial record keeping methods. The incumbent performs diversified duties involving a wide range of procedures, applying initiative and judgment in analyzing information and determining a recommended course of action within standard operating procedures, established guidelines, and scope of authority. The Accounting Technician II works under general supervision and exercises independent judgement with reference to established guidelines, policies, and procedures related to the incumbent’s scope of authority.
The Accounting Technician III is distinguished from the Accounting Technician II – Special Projects in that the latter is responsible for special projects such as Vocational and Technical Education Act (VTEA), state and federal grant projects, and contract training, etc. The Accounting Technician II – Special Projects performs diversified duties involving a wide range of procedures, using initiative and judgment in analyzing information and determining a course of action within the standard operating procedures and established guidelines.
The Accounting Technician III is distinguished from the Accounting Technician I in that the latter is the entry level classification within the Accounting Technician series. The Accounting Technician I applies performs routine accounting functions requiring a general knowledge of financial record keeping methods, procedures, and practices. The incumbent works under general supervision and executes minimal independent judgement within well-defined accounting practices, guidelines, policies, and procedures to carry out the essential responsibilities related to the scope of the assignment.

PHYSICAL DEMANDS:
While performing the duties of this job, employees are regularly required to sit or stand for extended periods of time; talk or hear, in person and by telephone; use hands repetitively to finger, handle, feel, operate personal computers and other standard office equipment; and reach with hands and arms.

Specific vision abilities required by this job include close vision, use of both eyes, ability to distinguish basic shades and colors and the ability to adjust focus.

Employees are frequently required to walk and stand and occasionally lift up to 20 pounds.

MENTAL DEMANDS:
While performing the duties of this class, incumbents are regularly required to use written and oral communication skills; read and interpret data; use math and mathematical reasoning; analyze and solve problems; learn and apply new information and skills; perform highly
