DESCRIPTION

The Herbert Wertheim School of Public Health and Human Longevity Science is dedicated to creating and promoting public health innovations to advance equity, justice, and wellbeing for all. The School focuses on health, diversity, inclusion, and social equity in everythingwe do. In working to fulfill that vision, we are comprised of more than 125 primary appointed facultyand academics, 200 staff members, and 25 secondary appointed faculty and provide mentorship and instruction to 700+ BSPH undergraduate major students and 225+ postgraduate students across six degree programs as well as a clinical residency. We conduct research and instruction in public health disciplines such as Biostatistics and Bioinformatics, Climate & Environmental Health, Community Health Services & Preventive Medicine, Epidemiology, Global Health, Health Behavior, Health Equity & Justice, Health Policy, Public Mental Health & Substance Use, and Technology & Precision Health, totaling ~$125M in grants and contracts and house five research servicecores. We engage in research and teaching collaborations across the University and the community at-large. Partnerships with the community and with health agencies are fundamental to the School.

Reporting to the Executive Manager, the Project Management Team Lead is responsible for coordinating large-scale research programs and managing all administrative services throughout the project lifecycle, from pre-award to post-award. This role requires advanced expertise in overseeing complex projects and ensuring the seamless execution of all associated tasks.

During the pre-award phase, the Project Management Lead identifies funding opportunities and comprehensively understands the processes and policies associated with federal, state, and foundation proposals. They are adept at interpreting NOFOs, RFAs, RFPs and similar documents. Collaborating with research teams, the Sponsored Projects Office, and departmental staff, they develop comprehensive proposals that include project plans, detailed scopes of work, budgets, and financial narratives. Their leadership ensures compliance with institutional policies and sponsor regulations while effectively resolving complex challenges. Utilizing their in-depth knowledge and experience in the specific policy field, they manage projects that typically impact the entire organization or external programs. Operating in a highly visible, politically sensitive, legally complex, and evolving arena, they leverage advanced professional concepts and objectives to address and resolve intricate policy or program issues. Their work focuses on significant strategic issues and thorough analysis, demanding an in-depth evaluation of various factors.

During the post-award phase, the incumbent conducts financial and administrative analyses of contracts, grants, and service agreements. They guide cross-functional teams in setting project goals, managing timelines, and executing key activities. Their focus on resource allocation ensures alignment with project objectives, enabling them to overcome obstacles and foster innovation in research program administration.

The Project Management Lead partners with the research team to drive project success. They manage human resources, provide financial oversight, and develop contracts while continuously improving processes. Additionally, they supervise support staff in grants and contracts, ensuring compliance with policies and internal controls while handling high volumes of complex transactions.

Recognized as an organizational expert, the Project Management Lead influences policy and program development, leading critical projects with substantial impacts. They formulate strategies, administer processes, and resolve complex issues using advanced operational concepts. Furthermore, they develop and implement new programs, provide leadership in policy domains, and ensure compliance with legal and regulatory requirements, leveraging their expert analytical and problem-solving skills to drive success across initiatives.

MINIMUM QUALIFICATIONS
  • Thirteen (13) years of related experience, education/training,OR a Doctorate Degree plus Five (5) or more years of relevant experience.

  • Demonstrated experience supervising staff and students in an academic or research setting.

  • Academic background and experience in relevant area of research.

  • Demonstrated knowledge of program development as well as grant proposal development and administration.

  • Demonstrated leadership skills including effective communication, negotiation, coaching, and conflict resolution. Commitment to equity, diversity and inclusion.

  • Advanced oral and written communication skills with the ability to communicate effectively with diverse stakeholders. Demonstrated excellent interpersonal skills and ability to work with diverse groups to achieve results.

  • Knowledge of human resources management practices and policies.

  • Knowledge of financial principles and budget practices.

  • Demonstrated knowledge university, state, and federal policies that influence higher education.

  • Demonstrated advanced knowledge and experience in accepted accounting and business practices related to public health research projects, providing guidance and direction on financial, contract, grant, and administrative tasks while ensuring compliance with federal, state, and UC regulations.

  • Proficient in analyzing, researching, and synthesizing extensive data to create well-informed and relevant reports/proposals. Demonstrated expertise in compiling and interpreting complex information, policies, and procedures, formulating logical conclusions, and developing actionable recommendations. Skilled in implementing effective solutions with strong organizational abilities to manage high volumes of work, set priorities, and meet deadlines efficiently.

  • Highly skilled in all levels of project management.

Pay Transparency Act

Annual Full Pay Range: $104,900 - $198,900 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $50.24 - $95.26

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
