This is a full-time, grant-funded administrative position. Work schedule is Monday through Friday 8:00 a.m. – 5:00 p.m. Evening and weekend hours may be required for job-related meetings and events, as needed by the program and the College.

Position Summary
This role provides the management and coordination of activities related to the College’s State of Michigan Workforce Plan grant-funded Kellogg Advanced Manufacturing Industry (KAMI) 4.0 Initiative. This plan serves three goals:
  • Help more Michiganders earn a skills certificate or degree,
  • Increase access to opportunities that grow the middle class, and
  • Support business and entrepreneurial growth through talent solutions.

 

They provide support and oversight to the Michigan Economic Development Corporation (MEDC) grant-funded job-training programs and ensures all required instructional resources are encumbered to support student learning, effective and efficient delivery of instruction, and overall student and program success. Provides administrative support in the development and delivery of the project as it relates to outreach, recruitment, and intake, articulation, curriculum development and alignment to industry recognized credentials, job placement and work-based learning agreements, stakeholder and employer engagement, and grant documentation and compliance. This position is responsible for collecting data and preparing progress and outcomes reports, as required by the grant Scope of Work. Serves a very important delivery role in the College’s KAMI Program initiative, which expands job-training programs into other in-demand sectors. Supervises two full time career coaches.

Kellogg Community College is located in Battle Creek, Michigan, a community of approximately 54,000 people. Leisure activities, natural resources and learning opportunities provide a foundation for residents. Located along the I-94 interstate, Battle Creek is within 30 minutes of Kalamazoo, 60 minutes of Lansing and Grand Rapids and within three hours of Detroit, Chicago and Indianapolis.

Physical Demands
The job responsibilities are performed in an office area and presentation venues. Travel by car required. The job has intermittent periods during which continuous physical exertion is required, such as independent mobility between work areas, standing, sitting, stooping, bending, climbing, lifting material or equipment, some of which may be heavy or awkward (8 – 45 pounds). Typically requires regular use of one or more physical senses of medium intensity and long duration. Must meet reasonable deadlines, quotas or demands for accuracy, and may be involved in some mildly unpleasant situations.

Minimum Qualifications
  • Bachelor’s degree in Leadership, Management, Education, Business, or other related areas of study, obtained from an accredited college or university.
  • Three to five (3-5) years of experience in higher education, Workforce Development, and/or Program Management.

Preferred but not Required
  • Three to five (3-5) years of demonstrated experience as a case manager.
  • Three to five (3-5) years of demonstrated experience working with state and federal workforce grants.
  • Three to five (3-5) years of experience working with employers and community stakeholders to support student job placement and retention.
  • Demonstrated evidence of a network of stakeholders in Albion, Battle Creek, and Marshall communities.

Proposed Salary
According to the Kellogg Community College Hay Administrative Compensation program, the 2024-2025 annual salary range for a Manager 1 position, $60,843 to $76,055 to start.

Essential Function
Management and Coordination

Description
  • Coordinate systems and processes so that they align with department and college policies and meet the outcome measures as prescribed in the grant Scope of Work.
  • Manage and coordinate important grant deliverables prescribed in the Scope of Work; including but not limited to outreach, recruitment, and intake, articulation, curriculum development and alignment to industry-recognized credentials, job placement and work-based learning agreements, stakeholder and employer engagement, and grant documentation and compliance.
  • Work with Instructional administrators and faculty to ensure all necessary instructional resources are encumbered to support student learning, effective and efficient delivery of instruction, student success, and employer satisfaction and return on investment.
  • Foster collaborative relationships across the College and leverage institutional resources to support the work of the department and the grant.
  • Ensure site compliance with all grant-mandated reporting requirements including grant databases and tracking systems.
  • Assist in the development and maintenance of informational materials for both traditional and electronic distribution that are inclusive of and encourage a diverse student population.
  • Engage with College leaders in strategic planning and ensure grant activities are aligned with the College’s strategic initiatives.
  • Work collaboratively with various funding sources to ensure that all funding opportunities are leveraged to support the work of the grant efficiently and with fiscal responsibility.
  • Provide service to the College through participation in various committees and workgroups.

Leadership and Supervision

Description
  • Provide supervision and oversight to two full-time career coaches.
  • Hold weekly meetings to discuss goals and updates.
  • Provide approval for financial requests.
  • Perform semi-annual performance evaluations.
  • Delegate tasks and responsibilities to career coaches according to grant expectations.
  • Ensure that career coaches meet the goals of the grant.

Staffing

Description
  • Coordinate, schedule, and secure resources for non-credit bearing job-training instructional delivery.
  • Interview, recruit, and hire adjunct faculty for non-credit bearing job training programs and courses in coordination with the Account Manager, Workforce Solutions.
  • Coordinate activities and efforts so that instructional delivery aligns with the course outcomes.
  • Respond to instructor questions and concerns, address instructional barriers to success, and offer recommendations or solutions.
  • Monitor and assess the performance of instructors and contracted providers of non-credit instruction as it relates to course outcomes, compliance, and student success.
  • Work with instructional staff and administrators on resolving student behavior and attendance issues before they become a barrier to completion, retention, and job placement.

Fiscal Accountability and Institutional Compliance

Description
  • Develop and administer departmental policies. As needed, assist the department and college in activities related to institutional accreditation by the Higher Learning Commission
  • Prepare, analyze, and submit frequent progress and outcome reports for the MEDC, third-party evaluation staff, and other relevant entities/grant funders/partners that have a role in grant outcomes or fiduciary interests.
  • Provide fiscal oversight and stewardship for general fund budgets and related grant funded cost centers.
  • Manage and execute expenditures and reimbursements within college policy and grant-funder requirements.
  • Prepare and analyze fiscal and budgetary reports for executive administration.

Description
  • Collaborate with core workforce provider partners and provide opportunities for best practice sharing as it relates to grant outcomes, outreach and recruitment, curriculum, instructional delivery, and facility tours.
  • Engage with college administrators, faculty, and other internal and external stakeholders on project teams related to educational partnerships, student outreach, success, completion, and employment.

Program and Curriculum Development

Description
  • Administer the entire program and curriculum development and assessment process for KAMI 4.0 non-credit programs of study.
  • Coordinate, maintain, and update curriculum and instructional resources for non-credit job-training programs and courses including course syllabi updates, textbooks and e-learning guides, online-learning content and resources, and related learning technology equipment (mobile computer lab, calculators, etc.) in coordination with the Account Manager, Workforce Solutions.
  • Continually assess external labor market needs for knowledge, skill, and competency changes that translate to creative and innovative curricular outcomes and instructional delivery models where offerings and services can meet each unique need.
  • Gather and report data on student-level course outcomes for evaluation for continuous improvement.
  • Implement non-credit offering changes and monitor and analyze the impact on performance, outcomes, and success (program and student-level) in coordination with the Director of Eastern Academic Center and Business and Industry Partnerships.
  • Allow flexible delivery by adjusting the schedule and delivery of courses based on the needs of external partners.
  • Work with the appropriate Chair/Director and faculty to provide information to the Dean of Workforce Development for Academic Cabinet approval forms and documents.
  • Coordinate and embed various types of work-based learning opportunities (job shadowing, employer mentoring, company tours, guest lecturers, etc.) into a program curriculum that is customized to student profile, employer criteria, or grant requirements as prescribed in the applicable Scope of Work.
  • Work with faculty to develop new accelerated academic programs that stack and lattice into established (or new) degree programs across the Instructional Division (Manufacturing, Skilled Trades, and Applied Technology; Business and Computer Information, etc.) in support of the grant stakeholders’ needs.
      • 1) create clear academic and career pathways for all students regardless of background or academic aptitude,
      • 2) build revenue-generating enrollment,
      • 3) support the College’s completion agenda, and
      • 4) give students the skills needed to be successful in a highly competitive labor force.

Description
  • Coordinate testing, supportive, work-based learning, and job placement service activities for students who are incumbent workers and members of the community and provide them with the skills to advance within our employer partners’ internal career ladders.
  • Respond to student questions and concerns, address barriers to success, and refer student to coaching staff for further support.
  • Maintain a comprehensive knowledge of referral sources for students at risk, including community resources and tutoring services.
  • Schedule offerings that are conducive to student and employer needs.
  • Coordinate admission and academic procedures that address student needs and successful and timely admittance to the College.
  • Participate in student activities and recognition events.
  • Continually engage with college administrators and external stakeholders to provide equity and access to workforce training and KAMI 4.0 academic courses and programs.

Description
  • Maintain a presence within the community and attend community events at the request of the Director of Eastern Academic Center and Business and Industry Partnerships.
  • Engage with existing and potential partners on a local and state level to advance the mission of the College, most specifically related to the work of the department.
  • Represent the College at community events and activities such as job fairs, opportunity fairs, and community resource events.
  • Present to external stakeholders and grant partners on work related to the department and the MEDC grant-funded KAMI 4.0 Initiative.
  • Present and share workforce development best practices around grant program activities, strategies, and outcomes with local workforce partners.
  • Engage in professional development opportunities offered by community partners.
